団地ではなく、集落の一部を創る
尾崎白浜は岩手県釜石市の尾崎半島北側に位置する小さな漁村集落である。
計画敷地は旧尾崎小学校跡地であった。釜石市半島部の漁村集落において、住宅や付属する納屋などの建築群は、地形や方位（日当たりや風向きなど）に応答しながら、少しずつ小さな「ズレ」を伴って、軒を接するような配置になっている。敷地の巨大な造成の原理に沿って小さく低廉な公営住宅を平行に配置すると、「団地」として集落の中に「島」状に特化された、周囲とは異質な領域を生み出してしまう。そこで、周囲の集落に溶け込むようにするために、5 戸のうち2 戸について少し角度をつけて「ズレ」た配置にすることを提案した。
To create not an isolated group but a part of village
Osakishirahama is fishing village located on the north coast of Osaki peninsula in Kamaishi city, Iwate. Planning site is the vacant space of closed elementary school of Osaki, which was dismantled for disaster recovery of public housing. At fishing village in Kamaishi peninsula area, architectural assemblages of houses and barns are generally stand side by side responding to the shape of land, direction of the sun and wind with “rotated layout”. If we planned parallel houses in giant developed land in a typical way, the site would be isolated area like an “island” in village. Therefore, our proposal is to layout 2 houses of 5 houses in rotated position so that the new houses can fit the existing village.
ちいさな「ズレ」で見守る
高齢者( 特に単身者) が住む場所をつくる際には、住戸相互の自然な見守りは、とりわけ大切だと考えた。各戸には一坪の屋根付き玄関ポーチを設けている。少し角度をつけた配置をすることで、5 戸の住戸全ての玄関ポーチや普段よく使う居室の気配が見えるようになる。自然な活動の中で「見る・見られる」の関係になっていることが要となり、住戸群の中にコミュニティを再醸成する助けとなる。
地形に起因して、アプローチ通路が敷地の中央にくるので、5 戸がクルドサックで小さな広場を囲む特徴的な配置となるが、建物が平行配置では外部空間が均質になり寂しい場所を生んでしまう。角度を少し傾けて配置するだけで、外部空間の印象は大きく変わる。そして、配置をずらすだけなので建設費には影響がない。
狭い敷地で難しい要求に応えるための細かい調整を可能とする「ズレ」となった。
“Rotated layout” to watch and to be watched
When we design a living place for elderly residents, especially single person, we thought that it is important to create a watching care among dwellers. Each house has entrance porch with roof. In a little rotated position, we can sense the atmosphere of other houses by seeing the entrance porch and residential scene of neighbors, which can support to rebuild the community by “to watch and to be watched” in natural behavior of living.
5 houses are located along a circle around the small open space as cul-de-sac because the approach path reaches to center of the site due to land shape. If the 5 houses are located parallel, exterior space will be homogeneous, then inhospitable place are produced. Only rotating 2 houses make a big difference to the impression of the exterior space, however, no difference to the building cost.
“Rotated layout” enabled adjusting multiple factors in order to respond to several strenuous demands on the limited site.
